The Credentialing of Alarm: On Who Gets Believed When the Warning Is Identical

Karen Weise of The New York Times spent an hour with Bill Gates, the billionaire co-founder of Microsoft, at his offices outside Seattle, and what came out of that hour is the most forceful public warning about artificial intelligence that any figure of his standing has issued. He said addressing the risks should be the world's top priority. He said the technology industry is knowingly minimizing those risks because too much money is on the line, and he described the private version of the conversation, in which the people who best understand how capable these systems are becoming are deeply worried, and are being told by their peers to keep quiet because candor complicates the next trillion dollars of fundraising. He published an essay of nearly six thousand words on his own website. He proposed a tax on artificial intelligence usage structured around tokens, so that replacing a person costs more than keeping one. He proposed a protected category of work he called Human Reserved, covering roles that are intimate, like caregiving, and roles held by people unlikely to be absorbed elsewhere. He called for binding international agreements on catastrophic risks, including the possibility that a small number of people with access to advanced systems could produce novel pathogens. And on the voluntary safety commitments being assembled by the industry and the White House, he was reported as incredulous, unwilling to accept self-regulation on what he called the most dangerous tool ever invented.

He was also unusually candid about his own position. He acknowledged that his wealth makes him a flawed messenger, that a federal court found Microsoft had repeatedly abused its monopoly during his tenure, and that a period of personal scandal reflected mistakes of his own making. He said he does not enjoy delivering bad news or suggesting that innovation might be a net negative, and that this is nonetheless where things stand.

I am not going to pretend that does not matter. It matters.

What I want to examine is what happened next.

The response that should be the headline.

Amba Kak, co-executive director of the AI Now Institute and former senior adviser on artificial intelligence at the Federal Trade Commission, was asked about those remarks in an interview on Democracy Now, and her answer was calm and structurally complete.

She said she is glad he is coming around to the possibility that this is not such a good thing for the public. Then she named a fatigue, one she did not think was hers alone, with looking to technology messiahs as though they hold the answers on whether or how to shape technology so that it eventually serves people. She said the question of who gets to sit as expert on the harms of artificial intelligence is one of the most consequential political questions of this moment. And she described what she encounters advising governments and regulators around the world, which is a persistent insecurity about not knowing enough, a condition she called manufactured, sustained by an army of lobbyists continually reinforcing the premise that the industry will sit expert in solving the problems it created. She was explicit that none of this was directed at Bill Gates personally. Her position was that the era of looking to technology executives and technology luminaries for answers to fundamentally social and political questions has ended.

I agree with her, and I want to press on the thing underneath the agreement.

People on the ground have been saying this for years. Why is it that their saying it is what opens ears?

Because the substance did not change between the first time the argument was made and the morning it appeared in The New York Times. The evidence base did not suddenly reach sufficiency. The reasoning did not sharpen. What changed is the identity of the person holding the sentence.

Alarm has a credentialing system, and the credential is proximity to the capital that built the thing.

We are accustomed to noticing that expertise gets credentialed. We are less accustomed to noticing that warning does. In practice, the qualification for having your alarm about this technology received as information rather than as grievance is that you built it, funded it, or ran something adjacent to it at scale. Absent that proximity, the identical sentence gets sorted into a different bin. Anti-innovation. Ideological. Someone with a grudge. Or, most efficiently and most often, an anecdote.

This is the same machinery I have written about in the hiring context, where organizations demand that people adapt constantly and then evaluate them against credentialing pipelines that do not yet exist for the work in question. The machinery does not only gatekeep who is qualified to build. It gatekeeps who is qualified to worry, and the second gate is doing far more damage than the first, because it determines whose account of harm enters the record as evidence.

Two examples, because I do not deal in abstractions when the record is sitting right there.

The first example is the researchers who wrote it down and paid for it.

In 2020 and 2021, Dr. Timnit Gebru, Dr. Margaret Mitchell, Dr. Emily M. Bender, and Angelina McMillan-Major published a paper asking whether language models could be too big. The paper set out, in sequence, the environmental cost of training at that scale, the impossibility of auditing training corpora of that size, the way such corpora encode and amplify harm against people already marginalized, and the hazard of systems producing fluent text with no grounding in meaning. That was not a sentiment. It was a technical argument with citations.

Dr. Gebru, then co-leading the ethical artificial intelligence team at Google, left the company in the middle of a dispute over that paper under circumstances she has consistently described as a firing. Dr. Mitchell was fired months later. The women who wrote down the risks paid for writing them down with their positions.

Now set that beside the concerns circulating today about scale, energy consumption, opacity, and systems that sound authoritative without being grounded, and account for how much of it is new. It is the same argument. It has been carried through five years and a change of speaker, and it arrives now as sober mainstream analysis rather than as advocacy, while the people who absorbed the professional cost of stating it first are seldom in the room where it is restated.

That is not a coincidence of timing. That is what a credentialing system does. It strips the origin and keeps the content.

The second example is a neighborhood that did everything correctly.

Boxtown sits in South Memphis, in the 38109 zip code. It was founded by formerly enslaved people after the Emancipation Proclamation, annexed under an urban renewal program in the 1960s, and steadily surrounded by industrial facilities in the decades since. Memphis has been named an asthma capital. Shelby County, Tennessee, and DeSoto County, Mississippi, have each received a failing grade for ozone pollution from the American Lung Association.

xAI, the artificial intelligence company founded by Elon Musk, built its Colossus data center there and powered it with gas turbines. The Southern Environmental Law Center has documented as many as thirty-five turbines operating at the first site before any permit was issued. The community organized. Hundreds of residents attended a public comment meeting convened by the Shelby County Health Department, and the commenters were unanimously opposed. The Southern Environmental Law Center, acting for the NAACP, issued a sixty-day notice of intent to sue under the Clean Air Act, after which the unpermitted turbines came off that site. The health department then granted a permit for fifteen turbines, a decision the Southern Environmental Law Center and Young, Gifted and Green appealed, with LaTricea Adams, the organization's chief executive officer and president, stating directly that frontline communities in that zip code carry a documented history of environmental racism, legacy pollution, and redlining. When a second facility went up across the state line in Southaven, Mississippi, with dozens of unpermitted turbines, the NAACP, represented by the Southern Environmental Law Center and Earthjustice, filed suit. Sarah Gladney, seventy-two, who has watched the buildout from her home in Boxtown, told reporters that once the company got its foot in the door in Memphis she expects continued expansion into communities like hers, and that the project is about money rather than the health of the people who live nearby.

Now place that next to something Amba Kak said in the same interview. Asked why the political conversation has shifted at all, she pointed first to data center activism across the country. She credited residents. She said the public made itself heard, and that because the public made itself heard, the political class began listening.

So by the assessment of one of the most credentialed regulatory experts working on this question, ordinary people in ordinary neighborhoods are the reason the door opened. And the hourlong interview is still with the billionaire.

That is the pattern in full. The people who generate the shift are not the people permitted to describe it.

One distinction, gently.

I have been building a framework I call the Translation Layer™, which I define as the governance infrastructure that enables communities most affected by AI systems to exercise actual decision-making authority over the development, evaluation, deployment, and nurturing of those systems. I am not going to run the full diagnostic through this piece. I want to leave one distinction standing.

The residents of Boxtown participated. They participated completely. They came to the meeting, they filled the room, they testified, they commented, and their opposition was unanimous. Every box on the public participation checklist was marked, in order, by people who took time off work to mark it. The permit issued anyway. The only instrument that has moved anything since is litigation, which is what a community reaches for precisely because it holds no standing anywhere upstream of the harm.

Participation is not power. It never has been. A field that continues to mistake one for the other will continue producing exactly this result, which is a full hearing room and a fully constructed facility.

Why this determines the remedies, not just the credit.

Here is the practical consequence, and it is the reason I am not content to file this under unfairness and move on.

If alarm can only travel through billionaires, the remedies will be billionaire-shaped.

Look at what is currently on the table. A tax on tokens. A protected category of human-reserved work. International review bodies for catastrophic risk. I am not going to pretend those are bad ideas, because they are not. They are serious instruments proposed in good faith. They are also, every one of them, designed at altitude, and every one of them would be implemented by institutions that have never seated the people who will live downstream of the outcome.

Nobody in that interview proposed that the residents of Boxtown hold binding authority over whether unpermitted turbines run beside their homes. Nobody proposed that the researchers who documented the risks first hold standing over how those risks are evaluated now. Those remedies were not weighed and rejected. They were never raised, because the conversation is taking place in a room those people were not invited into, and the shape of a solution is always determined by who is in the room when it is drawn.

I am glad Bill Gates said what he said. I am gladder that Amba Kak said what she said about who gets to sit as expert, because that question governs every other question in this field.

And the people who have been saying it all along are not waiting to be discovered. They are already the record. What is missing is not their voice. What is missing is the infrastructure that would make their voice count.
